750 k tournament pokerstars:should i have folded or was my action ok?

hi,

750 k tournament on pokerstars,690 players left.750 players in the money, the next flat money jump is at 600.
my M is a bit above 4 and the blinds are getting high for most of the players.i.m below the average chipstack of about 19.000 with 14t.opponent UTG+2 has 20t and raises to 3200.he has normally raised 3 times the BB so far,but these were mostly mid to late position raises.now opponent in the cutoff with 8.6t raises allin.he has a very short stack,so his range might be quite wide in this situation.
i sit in the SB with pocket 9s and reraise allin my 14t

is this ok with the stack sizes and the flat payout structure or would you recommend to fold and wait for a better situation to get my chips in?

A minraise is usually either a very strong hand looking to get action or a very weak hand trying to steal the blinds.

I have been wary of these until I have seen someone show down some weak hands or fold to any resistance.

Don't post results if you want good answers.
That said, it's a difficult decision. It largely depends whether or not you think you can steal chips later.
An unusual sized raise is a bit suspect.
