Charge each user $9.99 for an account.

Goals that will be accomplished.

1. Moneytize 2+2
2. Stop all the silly gimmick accounts and discussion thereof (mostly because I don't keep up with it all and it confuses me
3. Stops the lurkers in the strategy forums and then they would become better
