Villain has been loose-passive preflop but pretty aggressive postflop. So far the only history between us is that he minraised my c-bet on a dry flop and I folded.

Are you calling here? He may have a set or a flush. But I can see him doing this with all two pairs or a combo draw to the nuts.

Actually, I think with a set or 2pair, he is raising my bet on the flop.

If he's loose-passive preflop, then there are a lot of flushes he could have. Meanwhile, if he's aggro postflop, there are a lot of worse Ax and JxXc hands he could be making this ambush turn raise with. (The board is "safer" now, and/or it may have improved his draw.) Plus, it's possible he turned two pair.

I couldn't fold top two against this Villain, getting over 2:1.

Pretty easy call imo with those odds and your read.
