IMO that utg bets more on river with flush so i would raise maybe to 15 or so, if he shoves then you have to re-evaluate.

Im calling here. Out of what hand do you want to extract value here by raising? Only getting called by a better hand imo.

With this board i think only a poor player with set would call your raise , with 2 pairs 99% decent players will fold.
I will call his bet on the river with my straight but that's it, a raise is not worth here.

Most players are generally bad and I think there is value in a raise. I wouldn't raise it much, say 11-12 so that he may call with worst hands and it costs us less if he pushes and we decide to fold after reevaluating.
