It's from c, the programming language, means "not equal to". ! is the boolean inversion operator.

Examples:

iron != lulz
tuq !!!= gay

etc

Pretty sure there is some mathematical proof that shows the
.9999 repeating forever does in fact = 1

Dont understand how but im not a math theory person.

1/3+2/3 = 0.9999999.... = 3/3 = 1

The proper proof is

0.99999...

= 9/10 + 9/100 + 9/1000 + ...

= sum( 9/10^i ), over i = 1 to infinity

= sum( 9/10 * 1/10^i ), over i = 0 to infinity

= (9/10) / (1 - 1/10), the sum of a geometric series

= (9/10) / (9/10)

= 1
