did they change the payout structure or is it because it only has 17k runners?

I always thought 1st got $1 for each person in the tournament.

If the tourney gets 17501+ players, first place gets 10% = $1/player. For 15001-17500, first gets 11% = $1.1/player. For 12001-15000, it's 12%.
