In a tournament, intentional failure to follow the rules can result in penalties. If someone asks to see your second card and you physically lift the dealer's hand off the protected muck and stuff your other card in there, you can expect to watch the next few minutes of the event from afar.

In reality, the "correct" way to get around the rule is to muck one card solidly, THEN display the other. THAT is why this is a stupid rule...it's trivial to get around it if you know the rule exists.

I've seen it enforced a few times in Caesars daily tourneys. Seen it enforced in a cash game only a couple times. Never seen it cause a huge issue...most players realize it's not worth a huge fight, though yeah, sometimes it takes a little coaxing to get that 2nd card face up, and then we have a lively discussion about how stupid the rule is.
