Another response to the "what if country X attacks ACland" scenario that I've been thinking of is that the countries that do business with businesses in ACland probably don't want to see it taken over by someone else because that may jeopardize their trading relations and at the very least will disrupt their economies some. So those countries might have an interest in backing security forces in the free country. Not saying that that is right, because the security companies would be accepting stolen property (taxes or the goods paid for w/ taxes), but that is another possibility, nonetheless.

I don't see how that is much different different in a state/government society or AC one.

Exactly. Some things that are problems in stateland will still be problems in ACland and some solutions may very well be the same too.
