Enrolled as EE, then switched to Computer Engineering, but it's close enough that I'm not gonna pass up an opportunity to holla because of it.

I would also agree, I bring nothing that would solve your problem. But if you need some to design a state machine, just ask.

Got a BSEE, and my dad's an electrician. I've worked for him a lot over the years.

I've also worked in many houses where the homeowner was an engineer type and I had to fix their do-it-yourself mess.

Get this thing fixed and brought up to code with GFI and proper grounding by a licensed electrician so you don't have liability issues if anyone gets hurt or killed by this pool.

I'm a EE and have no clue what's causing this, but I was also a real estate agent, anf if Texas real estate law is anything like Missouri real estate law, I can tell you that in Missouri it's a requirement you disclose this sort of problem. Whether or not it's fixed is entirely up to the buyer, but they undoubtedly would want it fixed, so most people just have it done beforehand to avoid the disclosure.

Worst case scenario: No disclosure + someone gets hurt = major lawsuit.

I'd have it fixed right away, if not years ago when you first noticed it. One thing you learn as a EE, even if you don't know crap about wiring is that electricty is dangerous stuff.

Fix it or disclose it, or some ambulance chaser like me will be collecting 40% of your inheritance, while the purchasers get the rest...

I'd imagine that a pacemaker might get screwed up by this? Any doctors have nay input?
