Unless I was certain of what I saw, I'd probably ask the dealer what was afoot. If you're positive he took $8 outta the pot and put it in his tip jar, no need to talk to him--just tell the floor who will call surveillance to check it. Or if I'm sure I can recreate the betting and figure out for myself how much should be in the pot, I may just stack and count the pot separately and if it comes out $8 short, then just go straight to the floor.

But it COULD be something like RR describes. It's somewhat common for dealers to pull 10 $1 chips out of a pot and change 'em up to $5's before pushing it if there are gobs of $1's in the pot--though usually when I see it they are VERY careful and clear about what they're doing exactly because it can appear like something untoward is happening. So if I wasn't watching the pot the whole time, I'd likely ask something like "what was that with the whites coming outta the pot" and see what the answer was.
