I got my chat banned for a month at stars and had my location as "no chat" because I had so many people say stuff in the chat box and I couldn't respond.

I've also seen a bunch of people with "NWP army" and stuff like that. I doubt many of them are colluding but it is stupid that you can change your city location so easily.

As others said the location is a very poor indicator to discover collusion. Players can easily collude when they are in different locations. Also real colluders can easily change their location on any site including Party.
