I would never call this, you can tell he is just hoping for you to catch something somewhere on the way ready to raise it up big. People at nl25 dont protect against boats, just wait til river to put it in.

The worse my opponent plays, the less I am inclined to call a bet like this. I fold this without a second thought. He's not try to steal $0.50 here, he's got something.
