My 3-bet range does not include Q2s. It was just a try.

you shouldn't waste time worrying about the soundness of what other people do, unless you've got money invested in them or something.

if the guy had called you with a full house, or a pair of aces or something, then you might wonder what hands your bluff would have folded out, and whether or not it was a good bluff. since you got called by a 99, you already have your answer.

Try to come up with a range for him to c/r this flop, please post that here if you could.

You know this is a perfect flop to c-raise. The more I c-bet the more he can c-raise.
