no, you assume nothing, you have no idea what you have. but, the prearranged code is that odd = jizz. so you call out jizz. that's the signal to puppy 99. maybe you disappear, maybe not. tough luck being puppy 100 - your role is to pass information. maybe you get lucky, maybe not.

yes, this has nothing to do with the distribution. at all. all that matters is that puppy 100 says (by saying "jizz") "i see an odd number of jizzheads". you, as puppy 99, see an even number of jizzheads. that's all you need to know to figure out how to save yourself.
