Because the stacks are limited small bets will suffice to get all in when the pot is large, relative to the stacks. In small pots it's necessary to make larger bets to achieve the same results.

That's not what you're trying to achieve though. What you're trying to achieve is that your opponent calls or raises your bet on every street rather than folds. It's about metagame decisions.
If you do something with your big hands DIFFERENT to that of when you're bluffing, opponents are able to pick up on this and make the correct play over time.
You do not have to bet small in big pots as your bet will fit in with that of a player who is bluffing.
A player who needs one more pot bet on the turn to get all in with the nuts, will make a half pot bet then a quarter pot bet on the river. Likewise a player bluffing will make a full pot bet.
Players who pick up on betting patterns such as this are more likely to call with medium strength hands when you bet big and fold when you bet smaller. It doesn't matter how you size your bets if your opponent folds.
Maximising your winnings does not mean always shoving every street.

By pretty retarded you mean awesome. If someone else has 79 you will get raised by half potting. You can often end up all in against a set as well who thinks you are weak. If you bet the pot, often you will find yourself just getting called, as they will put you on a straight and not raise because they don't have a redraw.
