As if he stole $1000.

If she loses her job as a result of giving out incorrect cash, that's her problem, not OP's friend. Whilst it is a 'moral' and 'upstanding' thing to return the money, doing the opposite is not stealing.

You complain (incorrectly and retardedly) about collusion at Canterbury. You go to this place and blast it as just an awful place, implying that you know how to better run things. You then see no problem with stealing $1,000. It is clear that the common denominator in all of these situations is you. Time to take a good look in the mirror.

He didn't find the $1k in the middle of an empty park, and thus had no idea who it belonged to.

He knowingly took something that (a) wasn't his and (b) he knew damn well whose it was. That is stealing.
