Yes, but remember in President Lincoln's time the US had about 60 million people. Today it is about 300 million with much greater ease of transportation and communication. So it is easier to bump into another man's nose. Still our government has strayed way more than necessary from this ideal.

I think the tough part of that quote is defining "rights".

Has "rights" been defined as life, liberty, and the pursuit of happiness? In that case, ouch!
