Of course it's +cEV. That means chip equity. There's no situation you can invent that doesn't invoplve a ridiculous number of dead cards where shoving AA isn't +cEV. The question you're asking is "Is it +$EV?" $EV is prize pool pool equity, and yes, it is. I doubt it's even close.

never fold AA preflop in a cash/tournement onless its a sat and you are sure about ur seat

KK+ is an easy call against any opponent.
QQ is a call against someone pushing wide.
JJ is a call if you like thin edges and your opponent is pushing very wide. (Like he should)
TT and AK should always be folded.

One other thing to consider is with blinds this high one of those two short stacks will be breathing down your neck if you get a bad orbit or 2. Easy call.
