On another point, the tax laws won't be changed. No one cares about gamblers. Most gamblers will simply not follow the tax law. I would estimate the compliance rate to be less than 2%. And I am talking honest misstakes.

This is terrible. A law that is not enforced, and has low practical chance of being enforced is worse than useless. It causes general disrespect for laws.
And Richard maybe screwed at government's discretion, if the cost of processing the Neteller database is less than what government can hope to obtain in judgment against Richard.

How would the IRS get Neteller's database? Wasn't Neteller a Canadian company and now is a UK company?

The supposition was that Neteller gave access to personal player information as part of their settlement with the DOJ.

The APCW interview with Netellers VP seems to indicate that might not be so. It appears that DOJ really is going after bookies and casinos.
