you CAN fold preflop, if you'd like. BUT you CANT OPENRAISE preflop. if you wanna play a hand, you can limp and then reraise if someone raises preflop. or if someone raises, you can 3 bet.

on flop you can bet or check or fold whenever u want. but if u want to raise it must be the minimum raise allowed
