Gaining muscle depends on a lot more than just the weight / reps, but generally 4-8 reps are gonna be better for most people than 10+ when trying to gain muscle. Forearms dont really need to be worked in isolation if youre doing all of the main exersizes since everything involves the forearms.

Forearms and calves are very genetics-dependent. Some people can do pretty much nothing for them and have them great and real strong; others the exact opposite. You'll have to experiment yourself to see what works for you.

If yours are skinny, I'd suggest working on strength so you can start to move major weight around. That will eventually add size better than endlessly pumping light weights, which might actually keep the muscle away and take a long time to get you nowhere. You can add more reps later, but you'll probably find you're better off going heavy and keeping reps modest.
