flop: B/3B/Shove
turn: shove if flop betting is heavy, B/C turn if not.

Yes, that's nice!

Nielsio: Bet flop, if called bet turn. If raised flop consider calling or shoving. I would tend to shove because we are oop and effective stacks are 99 BB.
If called on flop and turn you might just c / f.

Ok, I bet $19 on the flop and the BB called quickly, UTG folded.

My idea was that I could more easily get a small raise against that bet with a medium strength hand like A8/99/TT or perhaps a draw, allowing me to 3-bet; whereas a big bet on the flop would bloat the flop, they would be less inclined to reraise and turn-play could become really difficult. Also, if I bet big on the flop and they raise me my FE becomes significantly lower.

I hear what you're saying about your bet sizing, but keep in mind a lot of players will simply say to themselves "Well, he made a weak little bet on this drawy board OOP - he obviously doesn't have it and isn't protecting his hand, I'll just float/bluff/call down light/whatever".
