1) Better parents raising their kids would be a solution but we know that will never happen as parents get worse and worse in the U.S."

I disagree. People have been worried about the 'moral degregation' of society since the time of the greeks. Are parents perfect? No, but they weren't fifty years ago either.

"2) Parents keeping their kids away from crummy rap music bad T.V. and movies until they are old enough to understand them."

Sure, but what does this have to do with teachers hitting children?

"3) Yes parents hitting their kids once in a while might get through some thick skulls."

Parents != teachers.

"4) Teachers and Administrative people in the school punishing the bully by force OR by punishing them in a way that makes them not want to bully. Suspension is like a holiday for the kids and Detention is worthless."

If someone is bullying (using violence against other students for no reason), they should be kicked out of the school the first time it happens, and never allowed back in. Students should also not be punished for defending themselves, as they currently are in my school district (no tolerance for violance).
