i call, but his small turn bet is often a huge hand if hes a donkey, which his stats say he is.

I agree with that. His turn bet set off alarm bells, but still wasn't sure. The problem I have with calling due to the hands that you all think he can have, is that I really don't see what kind of 8's or small flushes he actually raises preflop UTG with a PRF of 10%. I know it's a small sample, but still... At the time I really thought it had to be a boat or a bluff which seems awful when I've told him a have a flush.

Oh, and this is 6 max.

I c/r flop all day with this hand. If he calls, you might still have 15 outs, and be playing a big pot with a bad player.
As played, I won't fold this, it's at least a call.
I don't think he would pay you off if you shove with 8x or straight, so a push might be a little to wild

He's 47/10... How about a sample including some of AA,KK,JT,8x, Smaller Flush? If he was a 24/20 then obviously this hand plays out very differently.
