i mean preflop we could call i guess, but flop seems pretty standard c/c?

I was unclear. Raise/call was preflop. Call for the flop. i.e. I agree with everyone who is sane in this thread.

Apparently I'm playing too tight preflop, as I generally fold small pairs in EP, and often MP first in. I thought you needed four or five players to make these hands worth the preflop investment, and there's no way to be sure that will happen from EP.

I know the OP says loose passive tables, but I haven't seen many of those at .25/.50 on FTP, or my definition of loose passive is off. The tables I'm seeing are typically 25% VPIP on average, with 8-12% PFR, which means most hands are raised PF.

Should I be limping these hands preflop, or am I folding correctly?

With my answers, I was assuming much softer tables than the ones you describe RT. If your FT tables are typically 3 to the flop for 2 bets or something similar, I wouldn't limp small pairs in EP either.

oh jesus! your tables on FTP are nuts! Are they seriously that hard? The ones I pick on stars are usually 35%+ VPIP, and like 4-8% PFR. I will occasionally sit at a few tables like the ones you are describing. (or end up having them change to this) but then I will tighten it up a little.
