One of the King Edwards was too fat to button his bottom button. Everyone followed his lead and it became a fashion rule. Suits made today are designed to have the button bottom undone and drape accordingly.

King Edward VII. This only applies to single-breasted jackets.

it allows for more movement, suits themsleves are meant to be tapered garments, leaving the bottom button open allows for a bigger range of motion, as well leaving the bottom button open gives the suit a a more relaxed look on the wearer, when you button all three buttons the suit tends to bunch in different spots becuase of how suits are made(they are made for the bottom button to be left open)!

That was for vests, not suit jackets.
