I currently work with a slovakian immigrant who has marginal reading comprehension and does not speak fluent engligh. She is a complete idiot and liability who makes everyone look bad on a regular basis. Pretty sure almost everyone deals with people like this at their job. Best strategy is to start making higher ups aware of the incompetence in a subtle way (the bcc idea was good, I would also start mentioning things in passing when you deal with your superiors).

BCCing emails makes you look like a sneak with an agenda. It might work in getting rid of the idiot coworker, but you will definitely look bad in the process.

A situation came up recently where two people were not responding to semi-urgent request of mine. I eventually CC'd some higher ups when sending out yet another request. Although the original recipients still didn't respond, the higher ups did and they ended up helping me get it done.

I wasn't trying to rat them out, but I think it was perfectly reasonable given the circumstances. They had the chance to respond "in front of" the higher ups and chose not to. At least your plight will be publicly documented.
