Caro does cover Hold 'Em and a lot of his examples are widely applicable. Only a few are specific to draw poker, and even beyond his specific examples, his general approach to reading people (distinguishing between acting and non-acting tells, strong means weak, etc.) is very valuable. It's only dated in the sense that a lot of people have read it and sometimes employ reverse tells, but it's still a very valuable resource.

Both are probably more applicable to lower limits as many players there do not concern themselves with the tells they frequently display. However, both can be used for all levels and types of poker.

At this point I'd still suggest Caro if forced to chose only one. The number of examples and pictures (old as they may be) still provide a very solid foundation for poker tells. This is not to take anything away from Read 'Em and Reap.
