I'm assuming that I would have figured this out due to the betting on the turn and it's capped at 4.

1) Raise since betting is capped. Charge UTG the max to draw out and the pot is laying you enough.

2) Call the pot's laying you enough even if it's splitting 3 ways most of the time.

I'd cap, getting extra value out of 2 pr, and possible getting the straight to fold. However there requires understanding the playstyles of the players you are against, which you admittedly said, you do not.

Looks like the lp player has the same plans as you do, I'm thinking 5-7 diamonds or a set. I highly doubt he has 7-9 here.
