That's not quite true. It's just means you made a bad post in OOT. It can be for flaming, but usually it's for starting a bad thread or something. It doesn't apply to any forums except that one so that's why you need an OOT mod to remove it.

people needing clarification on *s should just read the OOT faq/sticky thing. it is pretty well explained iirc.
