The "loosness" of a video poker machine can be determined without checking any chips, it's all right there on the pay table.

According to luckydonut:

keep in mind you are risking $300 per play to gain that miniscule .35% edge, and you have to play perfectly (though thats not too hard on deuces). I'd guess some higher ups there didn't know they had installed a +ev machine. But I bet the person responsible for installing it knew exactly what he was doing.

As for it being hacked I would have to say I think that is nearly impossible.

Incompetent casino execs probably felt they had to do something, so of course they did the wrong thing.
