actually im not sure if it has been brought up yet but it wouldnt.

party clearly states that you need to use both cards in your hand to make quads.

A9 does not make quads.
the 9 makes quads, the A just makes the kicker.

if it had been 99 on a board of 99xxx then both cards would be involved in the making of quads and then yes the party jackpot would qualify
