Except for the drugs, I'd do much of what others have listed. I would also use it to screw with people. Influence a presidential election. Mess with the stock price of companies I find don't like.

I realize it was a setup for your Marlins joke, but I'll address it anyway.

You're assuming no income. Sure, I'd be spending $300M on payroll, but I'd be taking in a ton of money also. I doubt I'd be losing more than $100M per year. With $10B, I can lose $100M/year for 100 years. (And even that's assuming I have no income at all from other sources).
