First is the procedural vote, then right after they're voting on the rules of debate, after the debate will be on the bill itself.

Could the debate on the vote to consider the bill also be used to see what strategy is going to be used in the debate for the passage of the bill?

Silliest - Rep. Jackson Lee (overall - probably not necessarilly against/for the bill)

Yes, this is frequently the case. Partly because of time limitations, partly because people like to repeat their taliking points and message.

My guess is that you won't see much talk about minimum wage during actual consideration of the bill though.

He stole that line from a professor at the Univ. of Illinois:

I think the latter line was spouted during today's debate too. Someone correct me if I'm wrong.
