A reply I just received from Chris Strow, the bill's original sponsor:

This is probably why the bill was killed. We'll try again next year! I did run an amendment to the bill that would add a $101 fine for cutting in ferry lines, turning that into a Class C felony. I was then able to speak about a 1-5 year jail term for cutting in a ferry line was as silly as a 1-5 year jail term for recreational gaming in one's own home, something that the legislature adopted in 2006…ultimately I urged defeat of my own amendment but successfully made the point on the floor. A recent rule change by the Washington State Gambling Commission:
Petition for Rule Change from a Poker Player WAC 230-40-120 Effective 4/9/07 Poker wagering limits increased from $25 to $40. Which means that non-tribal cardrooms can now spread up to 20/40 games. |

PS: Even more strange is that even though the PDF of the approved bill is available from the official Legislature site, there is no mention of it in the calendar/history of actions on the House or Senate floors. |
