I haven't been following the debate, and it's use ("ordering the previous question") can actually depend on who called for it (sometimes its used as a stall, sometimes its used to figure out where certain votes are; typically, it will follow party lines). If I had to guess, if the previous question is ordered the rule itself may very well be adopted by voice vote. |
