It makes perfect sense. If the player is running in the open field, and falls, he's not down, so he can get up and continue running. It happens all the time. A byproduct of this is just common sense - if he fumbles, regardless of whether he's touched the ground or not, the ball is live, because the player isn't down.

lol, you can't have it both ways. if you can get up and run if no defender touches you, then you can also fumble it if you trip and fall.
