Well, if you think of the quality of the BJ...
He is most definitely paying for a bareback. Also, he knows it isn't the 10th she's taken care of that night. Basically, she's not a whore so her price per BJ is going to be a lot higher than the going rate. But, you can't put a price on something he gets for free. You could take the price that she would need to perform a bareback BJ to a random guy. At that price, I'd imagine something like 5k would be in order. Thus, they need to negotiate. If she isn't smart, he could say the going rate is $25 per, and then figure out the cost. If she's smart, she would retort with "I'd never give a BJ for $25", etc, etc.
