Mr. Goodlatte is wrong about the Interent having the technology to regulate the states' policies on Internet Gaming. Suppose one walked into a casino or kiosk wanted to gamble money online? The gambler funds the accounts and the casino/kiosk/gaming official gives the user a unique password that no one else has. Sure, that person can give the password to another (like when a 21 year old buys alcohol for his/her underage friends), but giving a unique password to someone could regulate this industry but they don't think this way or think of the possibilites - they just want to work the same way Congress worked during Prohibition.
