A one-time loss because of late payments from the casino or you're trying to do the right thing by someone in order to keep their future business would be expected. But if someone messes up the referral process by not deleting their cookies or violates T&C's by gnoming or the batch of referrals is wood and the casino refuses payments...i think that's something different. In this case, he was referring to himself not getting paid at all and having no future chance of keeping customers to make it up.

Should he still honor payments if possible? Absolutely. But I would be less ticked off if I was sure he wasn't the person driving the issue.

Besides, was this being operated as a long-term business venture complete with capital reserves? Or was it a way for a college kid to cover tuition and make a few extra bucks? If the latter, which I suspect, do you really think there's money just sitting there with which to pay people?

You put the site back up, but it says nothing about having to send documentation in order to get paid. Are you going to wait for people who don't read 2+2 to come to you or are you planning to add that information to your homepage?

Actually, you may request the documents, but you must allow a reasonable time for production. Additionally, we are allowed to ask for assurances on your part that you will fulfill your obligations before you can start making further demands. Unless and until you can guarantee us that you will follow through with your contractual obligations (as we already have), you are already in breach and our failure not to hand over our personal identification is meaningless.

I believe your story about gnomes sounds a bit suspicious personally. If SIA paid you, then it's technically not your problem (I'm not quite ready to believe any stories on your part based on morals alone). You get your cut and you pass the bonus on as you promised. Obviously if SIA brought this to you attention, then they would consider not paying you for particular customers. And in turn both SIA and CCU should require documentation before paying any of those particular customers. But that's not the case here. Either way, if and when you give assurances that you will pay customers what they are owed, I am willing to send documentation just like I have for other sites when properly asked. I have nothing to hide ... I just choose to be somewhat careful with sending such personal information.

But like others have said, coming back was a big step and I appreciate it.

Sorry, show me where the T&C's say that I won't be paid if I have moved (and thus have a new address) since signing up (or since last getting a new driver's license)? If you try to pull this, you will be in breach of contract. Here is the clause according to your post:

You can verify my address in any number of ways. Look me up in the phone book. Ask for a utility or other sort of statement. And I'd be happy to send you a scan of the label on the back of my license with my new address. Just please don't think you can get out of payments by making absurd demands of the only people here who have lived up to their contractual obligations.
