UTG's action means nothing (as it relates to your hand.) Your decision depends upon other factors/variables such as:

1. Your position.
2. Stack sizes of the table, esp the blinds.
3. Your image, esp as it relates to raises from EP.
4. Your hand strength, and equity when called.

(there are more...but these may be the most important)

Without any further info, i'd fold A8o from UTG+1, with ~9BBs. Shoving weak aces from EP is EV- imo, at most tables, under most circumstances. There are a lot of good players that would rather be shoving ATC (with 7BBs) from the button, than shoving a weak A (with 9BBs) from EP.
