Villain in SB is playing a ton, and Min-3B.. therefore, fish. Fishes like the Min-3B AA, so you're probably against AA here. Maybe w/ a Heart.
But, QQ w/ a heart is likely as well. The min 3b just alsways seems to be AA.

push or fold preflop is the correct play if your planning on folding if you flop TPTK....i think moving in here is better than folding or calling based on his stats. it is most likely a race or you have him crushed, so don't just take a flop and get scared by 3 hearts or a big bet.

I think I call considering he is such a big donk and I strongly consider pushing pf.
I can see his range being a whole lot wider then AA-QQ
