that reminds me... how has it affected the quality of games? will I probably want to drop down a few levels and work from there?

The quality of the games has GREATLY decreased, especially since the bill was passed. Lots and lots of fish have stopped playing, and NL100 is probably as tough as NL400 was six months ago.

There are still very very juicy fish out there, but there are a LOT more of decent players as well.
