In the direction you're already heading, if you found a ticket on the ground and it happen to be a winner(probably 100x as hard as actually winning the lottery itself), isn't the person's name attached to the ticket somehow, be it through code or in the system? Or don't they request your identification when you buy one?

In the UK at least, it is [or can be] a totally anonymous cash transaction. So if you heard the neighbours celebrating noisely & suddenly @ 9pm on a saturday night......

There was a case in Liverpool a few years ago of a guy who missed one week of his numbers and they came up. He committed suicide shortly after. I guess the moral is never stick with the same set of numbers.
