If you want to allow popups from a site with IE all you have to do is right click the message that appears at the top of your screen when a popup occurs, and choose "allow popups from this site".

Besides IE, you could have something else blocking the popups like your firewall or google toolbar or an anti-spyware program, so you need to check those.
