1) As others pointed out already no player may reach into the pot.

2) As long as he is sitting at the table when the last card is dealt there is nothing you can do about it. According to TDA rules the hand is dead when a player is not sitting at the table the moment the last card is dealt.
He will not forfeit the chip for being bad at chip tricks however if he does the trick when the action is on him a chip rolling in the pot might be ruled a call.

3) There are different rules about action out of turn being binding. The first statement ("...MIGHT raise...") is certainly not binding, however after you told him it might be and he said "I'll stand by that and raise" many places would rule that binding and he would be forced to make at least a minimum raise. I your example however utg raised after the button said he would raise and this action frees him from any obligation as out of turn action may only be ruled binding if all the other players in front only call, check, or fold.
