I've received cheques from Neteller numerous times and they've always been in US funds.

I'm guessing the only reason that they would not send you a cheque in US funds is if your account is in Canadian funds. But if that's the case then you're getting screwed with the exchange rates every time you transfer funds.

I just confirmed that a US funds account, will receive US Funds cheques. OP must have a Canadian funds account, in which case, as already said, he's getting raped on exchange anyway.

I tested out the check method last week. Before that, I changed my Net account from CAD to USD. I withdrew 100 in USD Check, and 400 USD EFT. 400 was converted to CAD and went into my bank account, while the check remained USD, and when I turned it in, they gave me USD Notes right away. I asked what was the exchanged rate if I wanted to change it - ass rapage. (TDTrust Bank - 1.09 something, gtfo. Party exchanges 1.13)
