Curious,

I understand that but these are two different things. They are similar but the requirements to monitor and report on cross-border banking and preventing payments to online gaming sites are two completely different things. The FinCEN document talks about creating a huge data warehouse while all that would be required to implement the main objectives of the UIGEA is adding a code to the existing API the banks use to talk to each other.
