I don't know how applicable this is anymore since it was a week ago, but I asked Stars if it would be ok to withdraw the amount I deposited from Neteller immediately without play because I was worried with the recent legislations, and I was also willing to pay for any charges they incurred. They said sure, in case anyone is interested here's the exchange.

Thank you for contacting us,

Sure, you can request your cashout through the "Cashier" box. In order for
you to do that, we need to block your NETeller account in our system.

I have forwarded your email to the corresponding department for further
assistance.

Your new NETeller deposit limits are:

$10,000 per day
$20,000 per 7 days
$50,000 per 30 days

NETeller deposit limits are separate and are not combined with Visa, MasterCard, ePassporte, Diner's Club, CentralCoin, Switch, Maestro and Solo purchases.

So I guess my first 7 or 8 transfers to people I was thinking the amount credited to my neteller was the amount after the fee but it was the other way around. Due to this I have actually lost money transferring for people. Who wants money transferred to FT, and to help me get back to even??? I've helped out about 10 people so far.

did a transfer w/ gone.flying for about $1200. Think it took less than 20 min total for everything start to finish and it's even already in my Stars account.

I am also willing to help. I'm a new poster here, but I post on P5 mostly. I have done 1 previous transfer for a member named "donezo". PM or AIM me. I can transfer on FTP(I only have minimum Neteller deposit limit on Fulltilt), and Stars($10G Daily limit). 3% for anything under $100, 5% ($25 max) for anything over $100.
