Neteller Founders Charged With Conspiracy And Money Laundering 2007-01-16 (Posted by TwoGun) Stephen Lawrence and John Lefebvre founded Neteller, a popular online gambling money transfer service, in 1999. Both no longer have an active role with the publicly traded company, though each has a significant shareholding. Both Lawrence and Lefebvre are charged with conspiring to transfer funds with the intent to promote illegal gambling. Each could face up to twenty years in prison. The indictment cites Lawrence and Lefebvre violating Section 1956(a)(2)(A) of Title 18 of the United States Code, which states: "Whoever transports, transmits, or transfers, or attempts to transport, transmit, or transfer a monetary instrument or funds from a place in the United States to or through a place outside the United States or to a place in the United States from or through a place outside the United States- (A) with the intent to promote the carrying on of specified unlawful activity;" In reference to the "specified unlawful activity," the indictment cites both federal and state anti-gambling laws. This case marks the first time the United States Department of Justice has charged a major firm in the internet gambling industry that was not primarily a sportsbook. This case is not necessarily related to the recently passed Unlawful Internet Gambling Enforcement Act. The FBI began their investigation of Neteller in June 2006, several months before the UIGEA was passed. |

I like Ms. Shulman's articles a lot and think she's pretty sharp.
But she also seems to be overly optimistic and I disagree that 'she usually is correct'. She was way wrong when she said the legislation was really unlikely to pass and just didn't have enough steam (lots of others were too though). And I believe her assessment was that if legislation really did get passed it wouldn't have an impact anyway so she was pretty wrong about that too. |

Mrs. Shulman is accurate and knowledgable about the law. It is much harder to make accurate predictions about legislation or prosecution by DOJ. Remember prosecutions do not mean that the DOJ will win in court. Also, the recent prosecutions and subpoenas seem to come from investigations under the Wire Act; not UIGEA. We will all need a lot of patience while these matters are litigated in court.

[/ QUOTE ] Aside from the subjective remark that she is "one of the world's leading experts on gambling law," every other claim in that paragraph is completely unremarkable. I know countless other attorneys who would make the same kinds of assertions. I don't want to contribute to the derailing of this thread, but I think it's worth pointing out that many people consider her legal analysis often to be quite superficial. |

I went for the quick Google. I have no personal experience with her, but she is definitely a respected player, and she is a lawyer, and that's the statement I added. [img]/images/graemlins/laugh.gif[/img]
